Once your HR unit wants to optimize its work you can encounter a lot of issues. When a non-IT HR manager discusses Jira things he/she misses a lot of things that he believes are not important and is "well-known", expectation-reality problems, and 5 parties involved in implementation (you, Atlassian, customer, app vendors, state legal) and other cases we've encountered. I'll tell you about it and how we solved it (or not).
